UK Local Authorities Plan to Dispose of Social Clubs and Sports Centres to Balance Books

According to a recent survey of local authorities, English councils are preparing to sell social clubs, athletic facilities, and retail spaces as they rely on a fire sale of properties to balance the books.

Increasing Financial Pressures Drive Asset Sales

A coalition of councils representing major urban areas in England reported that six out of ten of local authorities are planning to dispose of properties to meet the rising costs of social services for vulnerable individuals.

Local governments have previously faced criticism for disposing of playing fields and land to support their finances, but they argue they must continue to raise vital cash from asset sales or declare themselves bankrupt.

The group noted that a significant number of authorities seeking to raise money from a quick sale of holdings marked “a distinct shift from 2024, when the largest share (six in ten) of municipal officials said they would focus on service redesigns and using financial reserves to weather increasing financial challenges.”

Detailed Cases of Proposed Sales

One local authority in southeast England said its property management strategy included the disposal of a shopping centre in a local town and a community venue in another town to raise 20 million pounds over five years.

  • A local golf course and commercial properties held in two English counties, which all generate rent for Medway council, will additionally be sold under the plan.

Council Tax Increases and Wider Fiscal Pressures

The survey of local authorities in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of authorities will need to raise local levies next spring to address the rising cost of core provisions, increased rates of housing insecurity, and a persistent housing shortage.

The authority explained it will press ahead with asset sales after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are taking innovative approaches but certain measures take time to achieve both improved services and cost efficiency,” stated a council leader.

He continued: “There are demographic pressures which will persist to increase the strains we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is very challenging.”

Countrywide Trends and Forecasts

Research of regional authorities recently also found council budgets being stretched by the growing number of young people and older individuals requiring special educational assistance.

A network of councils projected that local shortfalls will reach £4.4bn a year by 2029, as they grapple to cope with rising needs.

Ministers have put off scheduled changes to the Send system until next year after a white paper outlining those changes has been postponed.

Disadvantage and Financial Shortfalls

Based on the most recent deprivation measures (the Index of Multiple Deprivation) covering English councils, several key cities members were among the most disadvantaged in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 nationally under the latest IMD measures,” said the study.

“While only one key city is among the top 10 for deprived neighbourhoods countrywide, urban areas are far more likely to be in the worst-off 20% of England. The data highlights the extent of difficulties facing local leaders across key cities in the next twelve months,” the analysis concluded.

“Council officials have been clear about the need for a equitable and lasting funding system that reflects and responds to the actual extent of deprivation and demand,” stated Michael Mordey.

“Lacking this, councils will continue to face impossible choices around which essential services to allocate spend to, and which to cut, to the detriment of their residents.”

One in five of councils have reduced or weakened social care provision in the past 12 months, the survey revealed.
